A proposal was developed to provide a modern and contemporary office design for the new IRD premises in Palmerston North.
The planning, form and surface of the project was inspired by toki and punga. Their design, use, shape, spiritual signification and beauty were used to inform the conceptual design of this project. The values represented by each object allude to the vision of Rangitāne and the place of Māori in contemporary Aotearoa. The name of the building- Te Papaioea- refers to the natural bush clearing in this area where the city of Palmerston North was founded.
